It belongs to a company that purchased the property in order to build houses on it but never did. Instead there is a lot of scrub growth which is home to these lantern flies. The area is mowed regularly by the owner (I don’t know who that may be). The area is behind a locked chain link fence. I contacted the Pennsylvania department of agriculture as their web site requested and was told to contact the municipality about this.
